LOCALLY ENGAGED OIL AND GAS SECTOR SPECIALIST OFFICER

BRITISH EMBASSY LIBYA

INTRODUCTION

The British Embassy in Tripoli is looking to fill a new role of Oil and Gas Specialist Officer within the Embassy’s Commercial Section.  This will be an exciting opportunity for the successful candidate to shape the Embassy’s post-revolution engagement with Libyan entities such as the Oil Ministry and NOC and with British businesses. The role aims to support the development of the UK’s commercial relationship in the sector and provide reporting on it.  The successful candidate would be primarily responsible for the day-to-day liaison with Libyan entities and British companies involved in the oil and gas sector as well as wider energy sector. The role will also include supporting the wider activities of the Embassy’s Commercial Section and organising sector specific Ministerial and official visits (such as trade missions).

Main Duties and Responsibilities:

Build on and maintain a network of contacts within the NOC, subsidiaries and international oil and service companies.

Act as the Embassy point of contact for all business enquiries related to the oil and gas and wider energy sector and respond to these in a timely manner.

Produce reports on behalf of specific UK companies and collate information about the sector for wider business and Embassy use.

Using long term relationships to secure contacts and set up meetings for Embassy officials and British businesses.

Work with colleagues in the Commercial Section to support other areas as and when required.

Arrange sector specific trade missions business events.

Attend sector specific press conferences and public events on behalf of the Embassy, and       maintain good relationships relevant Libyan Government Ministries.

Work with other colleagues to organise visits to Libya for UK Ministers and officials.

Ideal Candidate will have:

Excellent and current understanding of the Libyan Oil and Gas Sector.

Excellent oral and written communication skills in both Arabic and English.

Excellent time management skills.

Excellent team working and inter-personal skills.

The ability to build a good network of contacts.

Able to identify, categorise and prioritise work with minimum supervision.

Good research and briefing skills.

Good IT skills.

Experience of working with the NOC, subsidiaries and or international companies in the sector would be a strong advantage.

Applicants should be a Libyan Citizen, or have Immigration status which allows them to work in Libya. Applications for this vacancy should be sent to the HR Manager at the British Embassy, Libya no later than Tuesday 27 July 2013. The starting salary for this position is 2324.00LYD per calendar month. Only short-listed candidates will be contacted and invited for interview week commencing 12 August 2013. Final appointment will depend on security clearance and successful completion of an initial 3 month probationary period.
