Summary of Program: As part of its Justice and Dignity program, IREX is implementing 2 projects, Advocate for Libya and Peaceful Reporting, in Libya that seeks to advocate for an inclusive and fair justice reform process and support the media in its efforts to promote conflict sensitive journalism. Funded by the United States Bureau for Democracy, Human Rights and Labor, IREX with its partnerships with local civil society organisations, media outlets, and government authorities seeks to reinforce national reconciliation and promote a more peaceful and democratic development in the country.
Summary of Position:
The Admin and Finance Manager will be responsible for the administrative and financial management of two or more projects, including budget management, procurement, logistics, and operations. The Manager will prepare financial reports, maintain currency flow, office administration, oversight of grants payments, and procurement for multiple projects under the Justice & Dignity initiative in Libya. Specific duties include, but are not limited to, the following:
• Assist in implementing financial policies and procedures.
• Establish, maintain, and reconcile the office ledger.
• Prepare and reconcile bank statements and accounts.
• Ensure transactions are properly recorded and reported through the Quick Books accounting software system.
• Review and process program invoices and other payments.
• Coordinate with IREX DC program staff, Finance, and Field Operations team.
• Review sub-grantee financial reports.
• Track and order office supplies as needed.
• Compile monthly field expense reports
• Assist program leadership and HQ in budget planning, tracking, reporting, and management
• Manage reporting to local fiscal authorities
• Provide staff payroll information
• Process VAT returns and all other local tax obligations to the appropriate local government agencies
• Ensure compliance with donor and IREX policies and procedures as well as local law in all contracts, agreements, and sub agreements before they are signed, including but not limited to selection procedures; documentation requirements, compliance with approval authorizations and authorization levels;
• Manage office petty cash.
• Maintain financial files and records.
• Maintain the office payroll records and manage employee payment.
• Maintain office inventory.
• Maintain staff list and office Human Resource documents through iKnow Field Ops system; IREX Libya policy manual; and other administrative documents and provide updates to IREX Washington as required
• Other duties as assigned
Qualifications:
Candidates must be well organized, able to work independently, skilled at handling multiple tasks, able to meet deadlines and work in stressful situations, and willing to travel throughout Libya. Other specific qualifications should include:
• A degree/diploma in the field of Accounting or Business Administration
• Knowledge and experience managing office financial environments
• Exceptional organizational skills and ability to work independently and effectively prioritize multiple tasks.
• Strong interpersonal and communication skills.
• Advanced knowledge of relevant office productivity computer applications, including MS Word and Excel. Experience with Quick Books a accounting software package strongly preferred.
• 3 years of experience and knowledge of relevant tasks is preferred
• 3 years of working with NGOs in finance and administration is preferred
• Strong command of spoken and written English and Arabic.
