ACTED has been programming in Libya since March 2011. Initially focussing on responding to the humanitarian crisis in the wake of the conflict, ACTED set-up offices across the country, providing vital humanitarian assistance to displaced and vulnerable populations. Furthermore, during this period ACTED utilized its assessment and mapping capabilities to help coordinate and provide information for the humanitarian response and reconstruction of the country. Since January 2012, and building on the strong networks developed during the emergency response, ACTED started to work on post-conflict projects, particularly focussing of support to the nascent Libyan civil society. In January ACTED began a two-year programme, funded by the European Union, focussing on support to civil society organisations in Libya.
III. Position Profile
1. Ensure ACTED Representation in the area of activity
- Representation vis-à-vis provincial authorities:
Participate in official meetings to ensure maximum visibility vis-à-vis provincial authorities
- Representation vis-à-vis Donors:
Establish and update contact details of potential Donors active in the area of activity;
Participate in Donor meetings at provincial level and communicate relevant information to the Country Director;
Circulate the Annual Report.
- Representation amongst other international organisations:

2. Contribute to the development of a global intervention strategy and to support its implementation at provincial level
- Analyse the context and develop strategic plans, in consultation with the Area coordinator and the Country Director:
Gather and analyse information regarding opportunities and risk;
Define an operational strategy for finances and HR.
- Implement the financial strategy:
Oversee drafting of projects and budget development;
Lead fund-raising and negotiations with Donors in the area of intervention;
Lead the application and adherence to contract terms and requirements;
Supervise overall financial commitments and financial risk.
- Implement the operational strategy:
Supervise Project Managers of the area of intervention in project implementation;

3. Oversee Staff and Security
- Guide and direct the staff of the area of intervention:
Organise and lead coordination meetings;
Prepare and follow work plans;
Ensure a positive working environment and good team dynamics (solve out potential conflicts);
Promote team working conditions in the limit of private life;
Adapt the organigramme and ToRs of personnel according to the area development;
Undertake regular appraisals of directly supervised colleagues andpass appraisal forms to the Country Administrator with recommendations (new position, changes to contract or salary etc.);
- Contribute to the recruitment of expatriate staff:
Follow recruitment procedures: plan recruitment needs in advance; draft ToRs for open vacancies; if necessary undertake phone interviews with candidates;
When requested by HQ, undertake interviews of expatriate candidates living in the area of intervention.
- Oversee staff security:
In cooperation with the Area Security Officer, monitor the local security situation and inform both Country Security Officer and Country Director of developments through regular written reports;
Update the security guidelines in the area of intervention;
Ensure that security procedures are respected by the whole staff.
IV. Qualifications:
· Master Level education in a relevant field such as International Relations or Development
· Project management experience (management, planning, staff development and training skills) in development programmes

تبحث شركة كرييتف أسوشييتس عن أربعة مستشارين للحكم المحلي لمشروع (بلدياتي)، الذي تموله مبادرة الشراكة الأمريكية الشرق أوسطية في وزارة الخارجية الأمريكية. يعزز مشروع (بلدياتي) قدرة البلديات المختارة ومنظمات المجتمع المدني في ليبيا حتى تقوم بتنفيذ أعمالها وأدوارها في الحكم المحلي الديمقراطي.
مدة المشروع: 18 شهرا
تاريخ الالتحاق بالعمل: سبتمبر / أيلول 2014
تلخيص الوظيفة
تحت إشراف نائب رئيس المشروع، سيتحمل مستشار الحكم المحلي المسؤولية عن تخطيط نشاطات المشروع وتنفيذها عند بلدية معينة في ليبيا. سيحتوي ذلك على تقديم الدعم التقني المتنوع وبناء القدرة إلى أعضاء البلدية وموظفيها. وسيكون المستشار مسؤولا عن اللإشراف على تنفيذ الشركاء لمشاريعهم، والتواصل مع مسؤولي الحكومة المحلية، وكتابة التقاريرعن تقدم البرنامج وإنجازاته.
الموقع: موقع الوظيفة هو البلدية المعينة وتقتضي الوظيفة السفر بشكل عادي إلى عاصمة طرابلس وأيضا إلى تونس، حسب الظروف الأمنية.
الإشراف: سيكون المستشار تحت إشراف نائب رئيس المشروع في طرابلس.
المسؤوليات الأولية
· تأكيد تنفيذ المشروع عند البلدية المعينة بالدقة وبطريقة فعالة
· تمثيل البرنامج أمام كل مستويات البلدية ومنظمات المجتمع المدني المحلي
· تنفيذ نشاطات المشروع وإدراتها، والإشراف على تنفيذ الشركاء لمشاريعهم عند البلدية المعينة
· دعم مستشار الحكم المحلي الأعلى على تطوير خطط ونشاطات بناء القدرة لأعضاء البلديات وموظفيها.
· توفير المساعدة التقنية المتنوعة الأشكال، وأيضا الدعم لبناء القدرة، لأعضاء المجالس وموظفيها.
· تشكيل طرقات لمواجهة تحديات التنفيذ بعد التشاور والتحاور مع مسؤولي البلدية
· ضمان علاقة محترفة بمسؤولي البلدية وموظفيها وتأكيد الانخراط المستمر في تخطيط البرنامج وترتيب النشطات، امتثالا لمذكرة التفاهم مع البلدية
· تأييد رئيس المشروع ونائب رئيس المشروع في وضع إطار المشروع الاستراتيجي لدى البلدية، وكتابة مسودات خطط العمل لتنفيذ العمل بطريقة تضمن تحقيق أهداف البرنامج ونجاحه.
· الاشتراك في تقييم الطلبات للمنح ومنحها
· العمل مع منظمات المجتمع المدني التي تتلقى المنح كي تطور خطط العمل الخاصة بمشاريعهم وأغراضهم الاستراتيجية والنتائج المقصودة لضمان كتابة كل التقارير المالية وتسليمها.
· تأييد رئيس المشروع ونائب رئيس المشروع لتطوير الهياكل التنظيمية للبلديات المختارة، بما فيه تطوير أدوار الموظفين ومسؤولياتهم لتمكينهم من القيام بوظائفهم الإدارية.
· كتابة التقارير عن تقدم البرنامج والرصد والتقييم وتنفيذ المنح لدى البلدية المعينة.
المهارات والكفاءات المطلوبة
· سيكون المرشح المفضل حامل البكلوريا في الحقوق أو الإدارة العامة أو مجال آخر ذي الصلة بالحكم المحلي
· مهارات الاتصال الممتازة والخبرة الواضحة في العمل الجماعي بشكل فعال وناجح
· المهارات التنظيمية الجيدة
· التحمس لقيادة نشاطات الإصلاح وتحسين الحكم على مستوى البلدية
· الخبرة في تقديم المساعدة التقنية، بما فيها ترتيب التدريبات وورشات العمل وإجراؤها
· المعرفة العميقة عن الحكم المحلي والإدارة المحلية والممارسات في ليبيا.
· القدرة على التحدث والكتابة باللغتين العربية والانجليزية بالطلاق.

Project Description:
To strengthen democratic governance in Libya, the Libyan LOCAL Program will strengthen the capacity of Council members and CSOs to more effectively perform their roles in democratic local governance. By doing so, the program will strengthen Council legitimacy and performance, and help sustain Libyan’s faith in their new democratic model.
Project Duration: 18 months
Position Start Date: September 1, 2014
Reporting & Supervision: The Deputy Chief of Party reports to the Chief of Party and will directly supervise multiple project staff.
Primary Responsibilities:
· Oversee program implementation and operations;
· Coordinate with Libyan government counterparts;
· Provide oversight of monitoring and evaluation efforts and identifying ways to adapt program implementation to reflect monitoring and evaluation findings;
· Oversee programmatic reporting efforts;
· Maintain close and regular contact with partner organizations to ensure program activities are being implemented effectively and efficiently;
· Serve as Acting COP as required;
· Investigate and identify new ways of achieving program efficiencies;
· Liaise with Headquarters regularly on program issues.
Required Skills & Qualifications:
· Native Arabic and fluent English is required
