About the job: 
The Logistics Officer in Sabha will support the Head of Office in managing and delivering an efficient and effective logistics service across all projects and field sites. This includes implementing, monitoring and following-up across all logistics tasks to ensure that DRC’s standard policies and best practice is followed. 

Duties and Responsibilities
Procurement
Maintain a high quality, country-wide procurement system, which is accountable, transparent and compliant with DRC’s Procurement Policy and donor requirements.
Manage all purchasing process 
Process procurement orders received from field and Tripoli office in line with DRC’s procurement policy
Ensure that the filing system to record and archive all procurements is rigorously maintained.
Ensure all technical requirements of supplies/goods are met

Asset Management
Supporting the Head of Office to ensure all DRC Assets are tagged and listed in the Asset management database at the time of procurement with an asset file created for them.

Fleet Management
Ensure all DRC Sabha vehicles are regularly serviced.
Ensure safe operation of the fleet through daily check of vehicles
Ensure proper recording on fleet management (e.g. log books, fuel consumption etc) according to DRC’s Logistics Reporting policy

Storage
Maintain and responsible for management of stocks for Assets and Stationery and Spare Parts at Sabha office,
Produce stock movement reports according the DRC reporting policy and formats.

Communication
Ensure documents with regards to Satellite phones, Mobile phones, HF radios are available and up-to date
Ensure IT equipment is well maintained 
Advise Head of Office on national rules and regulations for communications

Programme Support
Ensure donor compliance is adhered to. Assist Head of Office in producing regular, timely and accurate narrative and logistical reports for DRC
Represent DRC with relevant external local organizations and networks, actively networking and building relevant relationships.

Follow-up on requests received by field sites
Translate relevant documents as requested
Represent DRC in meetings as requested
Other duties as requested by Head of Office

About you:
To be successful in this role you must have:
At least 3 years’ experience in a similar position in Libya.
Libyan national, preferably resident in Sabha if not, should be willing to relocate to Sabha on long-term basis
Supply Chain management 
Strong communication skills, with excellent written and spoken English
Confident and proficient in the use of MS Office (particularly Excel and Word)
Experience of establishing strong working relationships with colleagues from different functions and cultures
Experience of a flexible approach to managing and prioritizing a high workload and multiple tasks in a fast paced environment with tight deadlines

Objectives

The Protection Liaison Officer will be primarily focused on the social Protection aspect of DRC’s program in Tripoli, and will implement DRC’s protection and social support services for vulnerable groups in southern Libya in coordination with the Team Leader and the Protection Project Manager. Protection Officer/Social Workers are expected to:

1. Assist in the development of surveys and data collection tools and verification of data required for extending protection to vulnerable groups, mixed migrants and IDPs;

2. Assist the protection team in the administration of assistance to vulnerable populations, including distribution of NFIs, relief supplies in detention centers, vulnerable communities and to other identified local partners;

3. Assist in identifying  trends and emerging patterns facing vulnerable populations and mixed migrants in South Libya;

4. Respond to and/or refer vulnerable people to a relevant authorities, international or community based organization, and follow up on referrals made to service providers;

5. Keep abreast of and advise the project on community developments including relevant social events and legislation.

6. Identify gaps in knowledge regarding issues related to needs of displaced and/or vulnerable groups which can be addressed by training, seminars, workshops, or other such capacity-building events.

7. Participate in awareness raising events.

8. Respect the principle of confidentiality at all times

9. Represent DRC to local authorities and Liasise with Tripoli Head of Office on representation issues pertaining to DRC operations in Tripoli

10. Other duties as required by the Protection Manager and Team Leader

 

Qualifications and requirements

1. Experience in assisting vulnerable people also on voluntary basis;

2. Fluent written and spoken English and Arabic;

3. Computer skills including knowledge of excel and word programmes

4. Self motivated, ability to take initiative and able to work independently

5. Ability to travel to other towns in southern Libya (for example: Awbari, Murzuq, Qatrum, Ghat  and Birek) is an asset

6. Willingness to work with colleagues from various countries and ethnicities.

Chemonics seeks a long-term finance director for the recently-awarded, USAID/OTI-funded Libya Transition Initiative 2. This three-year task order supports Libya's efforts to build a peaceful and inclusive democratic future that reflects the will and needs of the Libyan people. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

 

Responsibilities include:

 

​Manage financial records for cash and in-kind grants and operations to ensure proper stewardship and accounting

Supervise all field-office accountants and bookkeepers, including those in satellite offices

Pay and account for grant- and non-grant-related expenditures

Track and monitor the amount of grants that are cleared, disbursed, and closed by staff on a monthly basis

Manage bank accounts and monitoring balances

Prepare monthly budget projections and wire requests to the home office while working with field-based staff on accurate and timely projections

Manage tracking systems for budget, contracts, grants, and level of effort, and advise the chief of party on financial status and budgetary decisions

Train local and expatriate staff in finance-related USAID regulations and Chemonics policies

ACTED has been programming in Libya since March 2011. Initially focussing on responding to the humanitarian crisis in the wake of the conflict, ACTED set-up offices across the country, providing vital humanitarian assistance to displaced and vulnerable populations. Furthermore, during this period ACTED utilized its assessment and mapping capabilities to help coordinate and provide information for the humanitarian response and reconstruction of the country. Since January 2012, and building on the strong networks developed during the emergency response, ACTED started to work on post-conflict projects, particularly focussing of support to the nascent Libyan civil society. In January ACTED began a two-year programme, funded by the European Union, focussing on support to civil society organisations in Libya.

III. Position Profile

Under the authority of the Country Director and Finance Director in HQ, the Country Finance Manager (CFM) will be responsible for ACTED accounting and financial management in-country. The CFM ensures that national legislation is adhered to, and that the country specific standards are applied in ensuring efficient use of resources.

Responsibilities:

1. Accounting and Financial Management

  • Accountancy:

Supervise accountancy procedures: filing of documents, allocation of expenses, vouchers registration, balance checking, etc.;

Verify and compile monthly accounts from each base;

Communicate accounts on a monthly basis to HQ, respecting SAGA procedures and deadlines;

Manage the presentation, circulation, filing and archiving of accounting and financial documents in conformity with FLAT procedures;

  • Treasury:

Open/close bank accounts on the authority of the General Delegate;

Oversee the management of bank accounts: follow transfers, check balances, check authorised visas;

Supervise the management of safes and cash: available amount, balance checks, security instructions;

Assess monthly cash-flow needs for projects and bases and communicate cash requests to the HQ;

Manage money transfers, bases cash-supply and amounts in circulation, whilst defining payment procedures (bank transfer, cheque, cash etc.);

  • Commitment of expenditure:

Set up and formalise procedures for the commitment of expendiure, conform to ACTED procurement guidelines: collect visas of authorised staff members, set-up commitment ceiling in local currencies, define methods and timescales for payment according to local practices;

Ensure that procedures are adhered to in terms of contracts and payments;

Ensure that proofs of purchase are valid (contracts, orders, bills, inoices, delivery receipts etc);

2. Budget Management

  • Ensure budget follow-up:

Develop tables necessary for financial monitoring and for budget follow up within the mission;

Analyse gaps between planned budgets and actual expenses;

Anticipate financial risks;

Calculate and supervise the monthly cost of each vehicle (fuel consumption, repairs) in coordination with Country Logistician;

Calcultate monthly communication costs of each base (phone, e-mail, Internet), in coordination with Country Logistician;

  • Develop project budgets:

Develop budgets for project proposals according to project needs and Donor constraints;

Draft financial reports (mid-term and final) respecting contractual deadlines;

Guarantee the respect of Donor procedures for each financial contract.

3. Department Follow-up

  • Team leadership:

Update the organigramme and ToRs of the finance department according to the mission development;

Oversee the team and undertake appraisals of directly supervised colleagues;

Ensure training and capacity building for finance team members in order to increase the level of technical ability and skills within the department;

  • Internal Procedures and Information Flows;

Develop relevant management procedures within the team;

Improve information flows within the department and with other departments and projects

IV. Qualifications:

• Masters degree minimum in Finance or related area;

• 3+ years of solid experience in financial management and monitoring systems, preferably of large development programs, possibly complemented by academic expertise;

• Excellent financial and analytical skills;

• Excellent communication and drafting skills for effective reporting on programme financial performance;

• Ability to manage a financial/monitoring team and demonstrate leadership;

• Ability to monitor and evaluate financial and monitoring skills of communities through capacity-building efforts;

• Ability to operate in a cross-cultural environment requiring flexibility;

• Familiarity with the aid system, and understanding of donor and governmental requirements;

• Prior knowledge of the region an asset;

The Libya Transition Initiative (LTI) project is funded by the United States Agency for International Development (USAID), through a contract with Chemonics International.  The project supports the transition from the Qadhafi regime to a free and democratic Libya by supporting civil society, strengthening local and independent media outlets, and augmenting interim government authorities. The bookkeeper is a member of the field office finance team. The finance manager reports to the Operations Manager.

 

The bookkeeper accountant is responsible for assisting the Finance Manager with planning, managing and implementing all aspects of the project accounting system and for maintaining an accounting database. In addition, he/she is responsible for collecting and recording all information that will facilitate information exchange and dissemination to the Chemonics home office.

 

 

  • Specific Duties and Responsibilities:

 

 

· Maintain a proper accounting department, checking the project’s internal control system to ensure that the policies and procedures are being adhered to including:

· Handle vendors’ and suppliers’ accounts including invoices, general ledger maintenance, journal entries and account reconciliation. Carry out correct and timely payments to vendors and service providers.

· prepare checks, receipts, journals and working/tracking papers as needed;

· review all accounting records for accuracy and legitimacy;

· verify and ensure all supportive documentation of all payments before approval by the Finance Manager and the Chief of Party;

· help to ensure compliance with lease/service contracts and agreement covenants before issuing payment(s); and,

· Enter data of all approved vouchers into ABACUS- the Chemonics Field Office accounting system.

· Responsible for maintaining accounting records and files of Program administrative financial documents with appropriate supporting material. Update records as necessary. Keep all financial and sensitive information pertaining to the Program confidential.

· Review and track cash balances daily and notify the Finance Manager when the project requires more money from the home office.

· Ensure that the payroll forms are accurate and fully completed by the 26th of each month in accordance with the requirements of the relevant local laws of the West Bank.

· With the Finance Manager, prepare the cash / bank reconciliation at the end of each month to close the month’s books, and submit to the home office.

· With the Finance Manager maintain ABACUS and prepare monthly project locals according to project guidelines.

· Supervise petty cash management, including verification and review of petty cash payments for accuracy and legitimacy and reconciliation of remaining cash whenever replenishment is required.

· Track sub ledger balances, including receivable accounts for individual staff ensuring that outstanding travel advances are settled before issuing new advances. For vehicle mileage and personal telephone use, prepare invoices on a monthly basis.

· Assist Finance Manager in preparing statutory monthly and annual reports for Palestinian Tax Authorities.

· Assist Finance Manager in analyzing and controlling daily costs and cash flow.

· Assist Finance Manager in preparing the monthly VAT reporting to USAID. Organize a good filing and tracking system for VAT Reports.

· Assist Finance Manager in preparing the monthly subaward information reporting to USAID. Organize a good filing and tracking system for Subawards Information Reports.

· Maintain a logbook for non-expendable supplies.

· Do not accept or conduct any transactions that contradict or violate international accounting standards, agreements, general finance discipline or the integrity of the Program.  The Bookkeeper should inform the COP (or a person authorized to sign financial documents) in writing about any concerns.   Also, report any illegitimate expenses, misuse of funds or other false financial claims to the COP (or a person authorized to sign financial documents).

· Prepare letters, correspondence, requisitions and other forms of documents of consequence to be signed by the Finance Manager.

· Other duties as assigned by the Finance Manager, Operations Director and/or Chief of Party.

 

 

  • Requirements and Qualifications

 

· Advanced studies in relevant field, such as accounting, commerce or business administration, or equivalent experience.

· A minimum of at least two years of experience in accounting and administrative support.

· Knowledge of Libyan tax regulations is strongly preferred.

· Experience administering a payroll is strongly preferred.

· Demonstrated working knowledge of accounting systems and software applications, to include: Quickbooks, MS Word, MS Excel and other basic computer applications.

· Ability to communicate effectively, both verbally and in writing, and to prioritize tasks and meet deadlines consistently.

· Ability to work in a professional and cordial manner with colleagues, visitors and the general public.

· Fluent Arabic is required, English proficiency is acceptable although English fluency is strongly preferred.

Job Description Artificial Lift Systems Design Engineer - International Vendor

I have a new opportunity based in Tripoli for a Artificial Lift Systems Design Engineer focusing on ESPs. Working for an international vendor, you will be the client focal point for an operator's desert operations.

 

Duties

- Production optimization for flowing, ESP and beam–pumped wells.

- Prepare and optimize rod string design for pumping wells. Evaluate causes for failures of rods.

- Review completion designs and installation procedures with associated automation and make recommendations for further improvements.

- Automation and instrumentation expertise in pump controllers. Be able to trouble shoot and perform repairs.

- Monitor daily production through automation and make specific recommendations to improve performance; e.g. changes in speed, and control parameters to maximize recovery while minimizing equipment wear.

- Coordinate service company support for artificial lift and workover operations.

- Monitor warehouse inventory to ensure adequate supply including backup supplies of tubular’s, tools, and other items related to pumping equipment.

- Track historical well performance to ensure that lessons learned are captured and implemented.

- Contribute to the optimisation of the asset’s performance together with production and petroleum engineering teams.

- Recommend corrosion and scale treatment programs.

- Liaison and communication with the subsurface and well operations teams.

- Recommend/implement training of field personnel in automation and well testing.

- Develop appropriate standards for rod designs.

  • Participate in coordination mechanisms at mission level, maintain close working relationships with relevant components (human rights, police, justice, gender etc.) and UN agencies, and represent the mission as required.
  • Perform other related duties as required.

Training

  • Provide training and development advice and guidance to the national prison management personnel, including the development of a national prisons training and development strategy and development of national prisons training capacity.
  • Conduct Training Needs Analyses and develop training and development plans to support a training and development strategy.
  • Design, develop and implement prison training programs (formal and on-the-job training) for all levels of staff, including new recruits, supervisory and management staff, uniformed staff, and non-uniformed administrative staff.
  • Develop and strengthen the national staff capacity to design, develop, deliver and evaluate prison training programs.
  • Develop and train national staff in the administration of a staff training and development formal record system.
  • Provide regular reports to the UN senior management concerning the implementation of the work program.
  • Advise mission management as to how the UN and the international community might assist national actors to develop appropriate prison training initiatives for strengthening the prison system.
  • Coordinate and manage all UN activities related to training and development of national prison officers.
  • Lead and manage the mission prison training experts.

I. Background on ACTED

ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Our interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local, and adapted to each context. Our 3,300 staff is committed in to responding to emergencies worldwide, to supporting recovery and rehabilitation, towards sustainable development.

Our teams in the field implement some 340 projects in 34 countries covering the following sectors emergency relief, food security, access to health, education and training, economic development, microfinance, advocacy, institutional support, and regional dialogue, cultural promotion.

II. Country Profile

In response to the emergency situation in Syria, ACTED recruits in Turkey.

III. Position Profile

Under the authority of the Country Director and Finance Director in HQ, the Country Finance Manager (CFM) will be responsible for ACTED accounting and financial management in-country. The CFM ensures that national legislation is adhered to, and that the country specific standards are applied in ensuring efficient use of resources.

Responsibilities:

1. Accounting and Financial Management

  • Accountancy:

Supervise accountancy procedures: filing of documents, allocation of expenses, vouchers registration, balance checking, etc.;

Verify and compile monthly accounts from each base;

Communicate accounts on a monthly basis to HQ, respecting SAGA procedures and deadlines;

Manage the presentation, circulation, filing and archiving of accounting and financial documents in conformity with FLAT procedures;

  • Treasury:

Open/close bank accounts on the authority of the General Delegate;

Oversee the management of bank accounts: follow transfers, check balances, check authorised visas;

Supervise the management of safes and cash: available amount, balance checks, security instructions;

Assess monthly cash-flow needs for projects and bases and communicate cash requests to the HQ;

Manage money transfers, bases cash-supply and amounts in circulation, whilst defining payment procedures (bank transfer, cheque, cash etc.);

  • Commitment of expenditure:

Set up and formalise procedures for the commitment of expendiure, conform to ACTED procurement guidelines: collect visas of authorised staff members, set-up commitment ceiling in local currencies, define methods and timescales for payment according to local practices;

Ensure that procedures are adhered to in terms of contracts and payments;

Ensure that proofs of purchase are valid (contracts, orders, bills, inoices, delivery receipts etc);

2. Budget Management

  • Ensure budget follow-up:

Develop tables necessary for financial monitoring and for budget follow up within the mission;

Analyse gaps between planned budgets and actual expenses;

Anticipate financial risks;

Calculate and supervise the monthly cost of each vehicle (fuel consumption, repairs) in coordination with Country Logistician;

Calcultate monthly communication costs of each base (phone, e-mail, Internet), in coordination with Country Logistician;

  • Develop project budgets:

Develop budgets for project proposals according to project needs and Donor constraints;

Draft financial reports (mid-term and final) respecting contractual deadlines;

Guarantee the respect of Donor procedures for each financial contract.

3. Department Follow-up

  • Team leadership:

Update the organigramme and ToRs of the finance department according to the mission development;

Oversee the team and undertake appraisals of directly supervised colleagues;

Ensure training and capacity building for finance team members in order to increase the level of technical ability and skills within the department;

  • Internal Procedures and Information Flows;

Develop relevant management procedures within the team;

Improve information flows within the department and with other departments and projects

IV. Qualifications:

• Masters degree minimum in Finance or related area;

• 3+ years of solid experience in financial management and monitoring systems, preferably of large development programs, possibly complemented by academic expertise;

• Excellent financial and analytical skills;

• Excellent communication and drafting skills for effective reporting on programme financial performance;

• Ability to manage a financial/monitoring team and demonstrate leadership;

• Ability to monitor and evaluate financial and monitoring skills of communities through capacity-building efforts;

PROGRAM SUMMARY:
International Medical Corps began GBV prevention and response activities in Libya in April 2011, during the heart of internal conflict. Since 2012, IMC has worked with communities in transition toward more comprehensive GBV prevention and response activities. With support from the United Nations Trust Fund to End Violence against Women, International Medical Corps is currently working with civil society and government partners to combat GBV and to provide focused services for vulnerable women and survivors of violence.
The current program is in its second year of implementation with a specific focus on strengthening local initiatives from community –based organizations and government service providers. The project end date is November 30, 2014 and a final evaluation is required to assess the project’s achievement of results. The evaluation will measure the achievement of the project’s outcomes, outputs and strategy, as set out in the project proposal. It will compare what was intended vs. what was achieved by methodically documenting and analysing the project’s achievements, shortfalls, and lessons learned to inform future interventions.
JOB SUMMARY:
The evaluation will cover the project implemented between November 1, 2012 and November 30, 2014 in project sites of Tripoli, Misurata and Western Mountains. Target groups to be covered include primary and secondary beneficiaries of the project. Primary beneficiaries will be women and girls who are serviced directly by CBOs and government services. Secondary beneficiaries include, Ministry of Social Affairs, Ministry of Health, CBO volunteers and employees, community leaders, the wider group of women and men who have been reached by campaigns and youth. The evaluation team will consist of a lead evaluator, and two national assistant evaluators.
Principal evaluator will be responsible for undertaking the evaluation from start to finish and for managing the evaluation team under the supervision of evaluation task manager from the grantee organization, for the data collection and analysis, as well as report drafting and finalization in English.
ESSENTIAL JOB DUTIES/SCOPE OF WORK:

  • Desk review of key documents
  • Finalize the evaluation design and methods
  • Prepare the inception report. The inception report must include a proposed schedule of tasks, activities and deliverables, designating a team member with the lead responsibility for each task or product.
  • Desk research.
  • In-country technical mission for data collection (visits to the field, interviews, questionnaires)
  • Analysis and interpretation of the findings
  • Prepare a draft evaluation report based on the minimum requirements specified in the guidelines.
  • Prepare a final evaluation report based on the inputs received from stakeholder review. Qualifications:• At least 10 years relevant experience, including conducting external evaluations, with mixed-methods evaluation skills and having flexibility in using non-traditional and innovative evaluation methods
    • Expertise in gender and human-rights based approaches to evaluation and issues of violence against women and girls
    • Specific program and evaluation experiences in the areas of ending violence against women and girls
    • Experience in collecting and analysing quantitative and qualitative data
    • In-depth knowledge of gender equality and women’s empowerment
    • A strong commitment to delivering timely and high-quality results, i.e. credible evaluation and its report that can be used
    • A strong team leadership and management track record, as well as interpersonal and communication skills to help ensure that the evaluation is understood and used.
    • Good communication skills and ability to communicate with various stakeholders and to express concisely and clearly ideas and concepts
    • Middle East experience and knowledge: in-depth knowledge of Libya is required.
    • Fluency in English is mandatory; good command of local Arabic language is desirable.
